David R. Goswick is the Co-Founder and Chief Executive Officer of Quantum America, LLC, where he leads the development of precision-built, smart, resilient, and sustainable housing designed to lower the total monthly cost of living and redefine homeownership. With more than 40 years of experience across energy, technology, and real estate, Goswick has partnered with Fortune 500 companies, institutional investors, and public-sector organizations to deliver large-scale, consumer-centric innovations. He previously served as a lead advisor to the U.S. Resolution Trust Corporation during the savings and loan crisis, contributing to the liquidation of more than $394 billion in financial and real estate assets, and later pioneered one of the first master-planned communities to integrate utilities, security, and communications through a consolidated “one-bill” system. His work has earned more than 400 national and international awards and has contributed to initiatives generating over $140 billion in cumulative revenue impact. In collaboration with the Texas A&M Engineering Experiment Station (TEES), Goswick has also helped establish a community engagement and economic development program integrating housing, healthcare, and infrastructure, and today continues to build the Quantum ecosystem—combining advanced manufacturing, digital platforms, and public-private partnerships to preserve and reimagine the American Dream of homeownership for the next generation.

Dr. Stephen Mulva is the Co-Founder of Quantum America, LLC. Dr. Mulva has over 30 years of experience creating breakthroughs for construction programs and projects. His work centers on improving the economics of the built environment and on specific projects in the heavy civil, industrial, commercial, and residential sectors. From 1999 to 2004, Dr. Mulva developed and deployed a concept known as High Volume Rollout (HVR) to rapidly deliver prototypical facilities. For the last 20 years, HVR has been successfully used on scope-similar facilities in the retail, hospitality, transportation, energy and residential markets. Dr. Mulva is recognized for his expertise in constructability, program management, benchmarking, and data analytics for capital projects. Since 2016, Dr. Mulva has pioneered concepts to reduce or eliminate transactional costs that can exceed 40% on large capital programs. Theseconcepts can be used to deliver superior economics for projects and programs of all types. Dr. Mulva has worked in industry at Bechtel, Fluor, Phillips Petroleum and ePM, a project management consultancy. From 2015 to 2022, he directed the Construction Industry Institute (CII) at the University of Texas at Austin. Dr. Mulva is currently employed as a Research Professor at the Texas A&M Engineering Experiment Station (TEES). In addition, he is the acting Chief Innovation Officer (CIO) of Quantum America. Dr. Mulva holds a Ph.D. in Civil Engineering from Georgia Tech.

Ian Duncan is the Chief Operating Officer of Quantum America, LLC and Managing Director of Quantum Ireland, where he leads global operations and the execution of the company’s advanced manufacturing and production strategy. With more than 30 years of experience spanning capital projects, digital transformation, and operational leadership, Duncan is recognized for building high-performing teams and translating strategic vision into scalable, execution-driven platforms. He has led major enterprise transformation initiatives for global organizations, including the development of high-growth operating models and the implementation of core banking, utility, and ERP systems. Earlier in his career, he held senior roles in financial services and investment banking, developing deep expertise in financial strategy, risk management, and systems integration. Today, Duncan plays a central role in scaling Quantum America’s operations and advancing its mission to transform housing through precision-built systems, advanced manufacturing, and resilient digital infrastructure.

Terri Buvia serves as Executive Administrator at Quantum America, LLC, providing operational, administrative, and organizational leadership at the center of the company’s executive and partner ecosystem. In this role, Ms. Buvia supports the Co-Founders and executive leadership team through coordination of board and in-house meetings, execution of non-disclosure agreements, accounts payable and reconciliations, and HR and accounting support, ensuring the organization operates with efficiency, accuracy, and continuity. She brings more than 30 years of experience from the Construction Industry Institute at The University of Texas at Austin, School of Engineering, where she held progressively senior roles including Accountant, Senior Administrative Associate, and Executive Assistant to the Director. Her responsibilities spanned fiscal management, budget development, HR representation, systems support, large-scale event planning, and departmental operations. Ms. Buvia holds a Bachelor of Fine Arts from North Texas State University and plays a vital role in enabling disciplined execution and organizational alignment as Quantum America scales its mission.

James Magner is a Manufacturing Engineer at Quantum America, LLC and a core member of the company’s innovation and engineering leadership, reporting directly to Dr. Stephen Mulva. An inventor and hands-on innovator, Mr. Magner focuses on translating advanced engineering concepts into scalable, precision-built manufacturing systems. His responsibilities include product development, design optimization, and the establishment of Q LABS, Quantum America’s Innovation Center, developed in partnership with the Texas A&M Engineering Experiment Station. A graduate of Texas A&M University, he brings a builder’s mindset that combines fabrication, automation, and data-driven design to move ideas efficiently from concept to production. His prior work includes delivering cost-saving quality systems at Peterbilt Motors Company and developing an award-winning robotic system for Los Alamos National Laboratory. At Quantum, Mr. Magner helps ensure products are precision-built and production-ready, advancing the company’s mission through innovation, manufacturability, and systems-level engineering.

Dr. Doug Duncan is the Chief Economist of Quantum America, LLC, serving as a part-time Senior Advisor and providing economic leadership in support of the company’s mission to lower the Total Monthly Cost of Living and preserve the American Dream of homeownership. Widely regarded as one of the nation’s most respected housing economists, Dr. Duncan brings decades of experience in housing finance, mortgage markets, and economic forecasting, having previously served as Chief Economist and Senior Vice President for Innovation at Fannie Mae. A nationally recognized voice on housing affordability and economic trends, he has been named by Bloomberg Businessweek as one of the “50 Most Powerful People in Real Estate” and by Inman News among the “100 Most Influential People in Real Estate.” At Quantum America, Dr. Duncan contributes rigorous economic analysis, financial modeling, and policy insight to help quantify the real-world impact of precision-built housing innovations and strengthen credibility with investors, policymakers, and the broader housing ecosystem.
